Kids room safety clearances: windows, cords and anchoring
Two codes squeeze a child's window into a 20 in band, and almost nobody notices the collision.

Short answer
In a child's bedroom the operable part of a window is caught between two rules: the bottom of the clear opening must be at least 24 in (61 cm) above the floor for fall protection, and the sill of an escape window must be no more than 44 in (112 cm) above it. That leaves a 20 in (51 cm) band. Blind cords belong above 1,500 mm (59 in), measured from whatever a child can stand on, and any storage unit over 27 in (69 cm) tall needs anchoring.

Most safety dimensions in a child's room are written as heights above the finished floor, and most of them are then defeated by furniture. A child does not stay at floor level. The moment there is a bed, a toy box or a windowsill seat, the effective datum rises by 20 to 24 in (51 to 61 cm) and every clearance measured from the floor loses that much. That single observation reorders the whole subject, and it is the thread running through the rest of kids room and nursery dimensions.
The datum problem, stated once#
Three of the four clearances on this page are published as a height above floor level: the bottom of a window opening, the height of a blind cord, the top of a guard. All three assume the child is standing on the floor.
The correction is a single line of arithmetic. Overhead fingertip reach in a child is close to 1.23 times stature. A two-year-old at 88 cm (35 in) reaches 108 cm (43 in). A four-year-old at 104 cm (41 in) reaches 128 cm (50 in). Put either of them on a bed whose mattress top is 22 in (56 cm) above the floor and add the two figures: the four-year-old's reach is now 184 cm (72 in) above the floor. Body figures across the growth range are collected in child and older adult dimensions.
So the working rule for this page is: take every published clearance and measure it from the top of the nearest climbable surface, then check what height above the floor that lands at. Everything below follows from doing that consistently.
The window band: 24 in up against 44 in down#
Two provisions of the IRC apply to the same window in a child's bedroom and they pull in opposite directions.
Fall protection first. Where the opening of an operable window is more than 72 in (1,829 mm) above the finished grade outside, the lowest part of the clear opening must be at least 24 in (610 mm) above the finished floor. The alternative is a window opening control device made to ASTM F2090, which limits the opening so that a 4 in (100 mm) sphere cannot pass.
Escape second. Where a window serves as the emergency escape and rescue opening for a bedroom, the IRC caps the sill height at 44 in (1,118 mm) above the floor and requires a net clear opening of 5.7 sq ft (0.53 m2), with a clear height of at least 24 in (610 mm) and a clear width of at least 20 in (508 mm).
Put them together and the operable opening of a child's bedroom window lives in a 20 in (51 cm) band, between 24 and 44 in (61 and 112 cm). That is a much tighter constraint than either rule reads like on its own, and it is why so many child bedroom windows are casements with a fixed lower light.
The escape opening has its own internal arithmetic worth doing. The area minimum and the two dimensional minimums cannot both be used at once. At the minimum clear height of 24 in, the width has to be 5.7 x 144 / 24 = 34 in (86 cm). At the minimum clear width of 20 in, the height has to be 41 in (104 cm). A window that satisfies both dimensional minimums and nothing else gives 20 x 24 in, which is 3.3 sq ft (0.31 m2), well under half the required area. Where the UK figures differ#
Approved Document K works from falls rather than from openings. Guarding is required wherever a person could fall more than 600 mm (24 in), and the guarding height in a single-family dwelling is 800 mm (31 in) at windows against 900 mm (35 in) at internal floors and landings and 1,100 mm (43 in) at balconies.

Note the divergence on escape. The UK route to safety in a dwelling fire relies on protected stairs and enclosures rather than a rescue opening in every bedroom, so there is no counterpart to the 44 in sill cap. A UK child's window can therefore sit at 900 mm (35 in) sill height without argument, while the same window in the US would fail. The sphere rules, and why two of them differ#
Three separate gap limits appear in a child's room, and they are not interchangeable.
- 4 in (100 mm) at a guard, a balustrade infill and a window restrictor. The sphere approximates the head breadth of a young child, and the rule is about a body passing through a gap and falling.
- 2 3/8 in (60 mm) between cot slats. Tighter, because it is not a head rule. An infant's torso is narrower and more compressible than the skull, so a gap that lets the body slip through leaves the head trapped above it. This is an entrapment limit, and the arithmetic runs the other way from the guard rule.
- 3.5 in (89 mm) in bunk bed guardrail structure and between the guardrail and the bed frame, under ASTM F1427, which also asks for the guardrail to rise at least 5 in (127 mm) above the top of the mattress. That last figure is measured from the mattress, not the frame, so a thicker mattress eats it: a 200 mm (8 in) mattress in a frame designed around a 150 mm (6 in) one leaves only 3 in (76 mm) of rail.
The mattress point is the practical one, and it recurs in bunk bed dimensions and the ceiling height they need. The cot figures, including the mattress-to-frame gap, are in crib dimensions, mattress sizes and clearances.
Anchoring: the moment that tips a chest#
Furniture tip-over is a moment problem about the front bottom edge of the unit, and the numbers are close enough to matter.
Take a chest of drawers 18 in (46 cm) deep, 48 in (122 cm) tall, weighing 110 lb (50 kg) empty, which is a common flat-pack size. Its centre of gravity sits roughly at mid-depth, 9 in (23 cm) behind the front face. The restoring moment about the front edge is 110 x 9 = 990 lb-in (112 N-m).
Now open the top drawer 16 in (41 cm) and let a child climb on it.

At 45 lb the total overturning moment is 790 lb-in against 990 restoring, and the chest stays up. At 60 lb it is 1,000 against 990, and it goes over. That crossing point is precisely why the CPSC standard for clothing storage units tests with simulated child weights up to 60 lb (27 kg) and applies to every unit 27 in (686 mm) or taller. The depth and weight of units on the market are in dresser and chest of drawers dimensions.
The strap arithmetic falls out of the same equation. A strap has to supply the missing moment, and moment is force times height, so the required force is inversely proportional to how high the strap is fixed. A 630 lb-in shortfall needs 14 lb (64 N) of restraint at 44 in (112 cm) above the floor and 53 lb (236 N) at 12 in (30 cm). Fix high, into the top rail, and the fixing barely works. Fix low, into the plinth, and it is doing four times the work.
The clear zone around a bed#

The 30 in (76 cm) figure is not a child's dimension. It comes from an adult turning with an armful of bedding, and it is the same number used in bedroom clearances. Shaving it in a child's room is a false economy, because the adult is in the room several times a day.
The 24 in (61 cm) off a window wall is our own recommendation rather than a code figure, and it exists because of the datum argument at the top of this page. A bed pushed against a window converts a compliant 24 in fall line into a 2 in one. How high should a window be in a child's bedroom?
The bottom of the clear opening should be at least 24 in (610 mm) above the finished floor wherever the drop outside is more than 72 in (1,829 mm), and the sill of an escape window must be no more than 44 in (1,118 mm) above it. Between those two figures is a 20 in (51 cm) band. Below 24 in you need an opening control device instead.
Do window restrictors stop a window being an escape route?
A fixed restrictor does, which is why it is the wrong device on a bedroom window. Opening control devices made to ASTM F2090 latch to a 4 in (100 mm) gap but release with a single action from inside without a key or tool, so the same window is a fall guard when latched and a full escape opening when released. Fitting a padlocked or screwed restrictor trades one hazard for a worse one.
How high do blind cords need to be?
BS EN 13120 works to 1,500 mm (59 in) above floor level for accessible cords and chains, and requires a safety device where a loop can form. The figure assumes a child standing on the floor. Measured properly it is 1,500 mm above the highest surface a child can climb onto, so a bed under the window pushes the line to about 2,100 mm (83 in), which is usually above the window head.
What furniture needs anchoring to the wall?
Any clothing storage unit 27 in (686 mm) or taller, which is the threshold in the CPSC standard, plus televisions, bookcases and anything with drawers that extend. The physics is simple: a chest tips when the moment from a child on an open drawer exceeds the moment from its own weight about the front bottom edge, and a 60 lb (27 kg) child on a drawer 14 in (36 cm) out produces 840 lb-in.
Why are cot slats 2 3/8 in apart but stair balusters 4 in?
They protect against different things. The 4 in (100 mm) sphere on a guard stops a young child's head and body passing through a gap and falling. The 2 3/8 in (60 mm) cot figure is tighter because an infant's torso is narrower and more compressible than the head, so a gap that passes the body traps the head above it. The smaller number is the entrapment rule.
How much clear floor should there be around a child's bed?
Thirty inches (76 cm) on the access side, the same as an adult bed, because the person making the bed is an adult. At the foot, 24 in (61 cm) is workable in a small room against the usual 36 in (91 cm). Keep 24 in (61 cm) clear of a window wall so a cot or bed is not a climbing platform, and keep the whole bed out of the swing of any door.
Is a wall anchor into plasterboard good enough?
No. A strap needs to reach a stud or a solid fixing. Fix it high, because strap tension is inversely proportional to fixing height: a residual moment of 630 lb-in needs 14 lb of restraint at 44 in (112 cm) above the floor and 53 lb at 12 in (30 cm). Studs sit at 16 in (406 mm) centres in the US and 400 or 600 mm in the UK.
At what age do the clearances change?
Around two, when climbing starts, and again around five, when reach and weight rise fast enough to defeat anchors sized for a toddler. The cot base drops as the child grows, which moves the cord datum with it. Window restrictors matter most between two and six. Bunk beds are not recommended for the top bunk under six by the CPSC.
